  At its height, you could stand on a hill and watch seventy scrapers moving dirt. The hill in front of you would virtually disappear, if you stood there for an hour. It was just incredible.

     all have their own, based on the attainment areas,” states Ron Nooteboom, Indy’s direc- tor of operations. “The rules are tightening all the time, and it’s tough to keep up. We’re on a job right now in So. California where the EIR (Environmental Impact Report) requires everything to be Tier 3 or Tier 4. So whenever a machine comes on the job, it has to be inspected by the biologist or con- sultant, and those numbers are kept track of every week. It’s all part of the cost of doing business.”
Today, Indy’s fleet includes 125 scrapers and 300 other machines, totaling about 130,000 horsepower. And fourteen of those scrapers have been retrofitted to Tier 4 standards. “We probably have the largest retrofitted 657 fleet in California right now,” says Nooteboom. “As long as we can get funding, we’ll keep retrofitting.”
